Abstract:

During the Cold War, state-centric and military based security understanding prevailed. Following the end of the Cold War, security studies and the concept of security have undergone significant changes and transformation processes. Within the framework of new security approach, the number of security subjects increased and security threats diversified. In this context, the phenomenon of failed states has emerged as one of the most important international security problems. Especially after the September 11 attacks, the United States of America and the Western countries have brought the failed states into the agenda of international public opinion as one of the most serious security threats. Although there is no common definition on the phenomenon of the "failed states" which emerged as a new concept in international politics, failed states have been placed at the focus of insecurity. Domestic security problems and unstable situations in failed states have been perceived as security threats with external effects. Problems such as politicial instabilities, social and economic deficiencies, civil war and conflict, terrorism, the activities of transnational criminal organizations, massive migration flows and human rights violations in failed states and the belief that these problems pose a threat to international security have increased the importance of analyzing failed states. These problems also create very serious security problems for the failed states themselves and their citizens. These security problems can easily spread to neighboring countires. In this framework, it is thought that academic studies in which failed states will be studied in terms of international security will provide an opportunity to understand more easily the roots of the problems that may occur in state structures. The main objective of the thesis is to handle and evaluate the phenomenon of the failed states, which can be dealt with through many different dimensions, from the perspective of international security. Within this framework, the thesis analyzes failed states in terms of posing a threat to international security by four dimensions: terrorism, migration, border security and transnational crime.
