Abstract:

Membership in the European Union was one of the most important foreign policy goals Turkey has tried to achieve in a long time. One of the indispensable actors of this process has emerged as Non-Governmental Organizations. Turkey-European Union relations began with the Ankara Treaty of 1963, and although many years have passed, Turkey's dream of becoming a European has remained vague. Thanks to the relations established by Non-Governmental Organizations with counterpart organizations in the European Union, they have made efforts to find ways to explain the theses of the Turkish side to the EU institutions more easily and more accurately. Thus, the relationship between the bureaucrats of the governments and the ministries of foreign affairs, which is carried out in a one-dimensional manner, has tended to acquire a more pluralistic character. In this study, the European integration process in the Thirty Years ' War, starting from the European Coal and Steel Community, European Economic Community and the European Union in the transformation of Turkey's application to join the European Union, non-governmental organizations of Turkey's European Union accession process and role in the work they have done in this process are examined. In the study, non-governmental organizations in Turkey's European Union accession process while examining the role and influence, the main points to focus on; the strengthening of cooperation between non-govermental organizations and public institutions of the European Union to highlight Turkey's membership of these organizations is a process-oriented approaches, the decision-making process transparent and legitimate grounds there have been issues to be reflected in the views of different actors Keywords: Turkey, European Union, Non-Governmental Organizations
