Küreselleşen dünyada büyük bir önem arz eden eğitim ve sağlık, yarı kamusal bir hizmet olarak hem bireylere hem de topluma önemli ölçüde pozitif etkiler sağlamaktadır. Eğitim ülkelerin ilerlemesine, refahına, ekonomik ve sosyal gelişmişlik düzeyine katkıda bulunan en önemli faktörlerden biridir. Aynı şekilde sağlığın büyük bir önem taşıdığı bu çağda sağlıklı bir toplumun üretici olduğu her zaman görülmüş ve buda sağlığa yapılacak harcamaların önemini göstermektedir. Eğitimli bir toplumun, sağlıklı bir yaşam sürdüğü ve sağlıklı bir toplumun üretken olup ekonomik kalkınmaya katkı sağladığı gerçeği sağlık, eğitim ve ekonominin ilişkisini özetler niteliktedir. Bu çalışmanın amacı, Türkiye'de yapılan eğitim ve sağlık harcamaların ekonomik büyümeye yüzdelik artış ve azalış etkisini analiz etmektir. Bu amaç doğrultusunda, Türkiye’de 1999-2017 yılları arasında sağlık ve eğitime yapılan harcamaların ekonomik büyümeye etkisi analiz edildi. Modelde En Küçük Kareler (EKK) yöntemi kullanılarak, EKK varsayımı olan normallik ve otokorelasyon testleri yapıldı. Analiz gereği birim kök testi yapılıp kısa dönem Granger nedensellik testi yapıldı. Nedensellik analizinden sonra model kurulup sonuçlar değerlendirildi. Modelde, EKK yöntemi kullanılarak ekonomik büyüme bağımlı değişken, sağlık ve eğitim harcamaları bağımsız değişken olarak ele alındı. Kurulan modelin analizinde, F testi ve testi kullanılarak model analizi yapıldı. Ayrıca parametrelere ait olasılık değerleri ile parametrelere ait anlamlılık testleri yapılarak sonuçlar değerlendirildi.
Education and health, which are of great importance in the globalizing world, provide a significant positive impact on both individuals and collecting as a semi-public service. Education is one of the most important factors contributing to the progress, prosperity, economic and social development of countries. It has always been seen that a healthy society is a manufacturer in this age when health is of great importance, and this shows the importance of spending on health. The fact that an educated society has a healthy life and that a healthy society is productive and contributes to economic development is a summary of the relationship between health, education and the economy. The aim of this study is to analyze the impact of education and health spending the percentage increases and decreases on economic growth in Turkey. For this purpose, the spending on health and education in Turkey between the years 1999-2017 were analyzed the impact on economic growth. Since the least squares (OLS) method was used in the model, normality and autocorrelation tests with the assumption of OLS were performed. The unit root test was performed according to the analysis and the short-term Granger causality test was performed. After the analysis of the causality, model was established and the results evaluated. In the model, economic growth dependent variable, health and education expenditures were considered as independent variables by using the OLS method. In the analysis of the model, model analysis was performed using F test and test. Moreover, the significance tests of the parameters with the probability values belonging to the parameters were performed and the results were evaluated.
