Sağlık sektörü, tıbbi hizmetler sağlayan, tıbbi ekipman veya ilaç üreten, sağlık sigortası imkanı veren veya
hastalık halinde olan insanlara sağlık hizmeti sağlayan işletmelerden oluşur. Sağlığın korunmasına katkı
sağlayan sağlık sektörü aynı zamanda mal ve hizmetleri üreten, dağıtan ve tüketen değerler, standartlar,
kurumlar ve aktörler olarak da ifade edilmektedir. Sağlık sektörü dünya genelinde kadınların hâkim olduğu
bir sektördür ve önemli bir istihdam alanını oluşturmaktadır. Bununla birlikte sağlık sektörü dünyanın en çok
büyüyen sektörü olmasının yanı sıra çoğu ülkenin GSYİH’sinin önemli bir bölümünü oluşturmakta olup
toplumun ve ekonominin en temel sektörlerinden birisi konumunda yer almaktadır. Özellikle son yıllarda
gelişmekte olan ülkeler sağlık sektörünün gelişimine yönelik önemli reformlar geliştirmektedir. Bu reformlar
ile sağlık sektörünün güçlendirilmesi ve ekonomik kalkınmaya katkı sağlanması hedeflenmektedir.
Dolayısıyla sağlık sektörü günümüzde büyük önem taşımasıyla birlikte literatürde çok sayıda akademik
çalışmaya konu olmuştur. Bu bağlamda çalışmanın temel amacı; TRA2 ve TRB2 bölgelerinde sağlık
sektörünün genel görünümünü araştırmaktır. Çalışmada TÜİK’in 2007-2019 dönemine ait bölgesel
istatistiksel verilerinden hareketle tablolar oluşturulmuştur. TRA2 ve TRB2 bölgeleri arasında sağlık
hizmetlerinin sunumu ve erişilmesi hususunda karşılaştırma yapılmıştır. Özellikle sağlık personelleri nicelik
olarak söz konusu iki bölge bazında karşılaştırılmıştır. Çalışmada elde edilen bulgulara göre; TRA2 ve TRB2
bölgesinde genel olarak sağlık sektörünün geliştiği ve TRB2 bölgesinin TRA2 bölgesine kıyasla daha çok
geliştiği sonucuna ulaşılmıştır. Öte yandan TRB2 bölgesinin sağlık personelleri, hastane ve yatak sayısında
TRA2 bölgesine göre daha iyi durumda olduğu gözlemlenmiştir. Ayrıca bu çalışma ile söz konusu
bölgelerde sağlık sektörünün geliştirilmesine katkı sağlanması hedeflenmektedir.
The health sector consists of businesses that provide medical services, manufacture medical equipment or
drugs, provide health insurance, or provide health care to people in a state of illness. The health sector, which contributes to the protection of health, is also expressed as values, standards, institutions, and actors that
produce, distribute and consume goods and services. The health sector is a sector dominated by women
worldwide and constitutes an important area of employment. In addition to being the most growing sector in
the world, the health sector constitutes a significant part of the GDP of most countries and is one of the most
basic sectors of society and economy. Especially in recent years, developing countries have been developing
important reforms for the development of the health sector. With these reforms, it is aimed to strengthen the
health sector and contribute to economic development. Therefore, the health sector has been the subject of
many academic studies in the literature, with its great importance today. In this context, the main purpose of
the study is to investigate the general outlook of the health sector in TRA2 and TRB2 regions. In the study,
tables were created based on the regional statistical data of TURKSTAT for the period 2007-2019.
Comparisons were made between the TRA2 and TRB2 regions in terms of the provision and access to health
services. In particular, health personnel were compared quantitatively on the basis of these two regions.
According to the findings obtained in the study; it has been concluded that the health sector has developed in
general in the TRA2 and TRB2 regions and the TRB2 region has developed more than the TRA2 region. On
the other hand, it has been observed that the TRB2 region is in better condition than the TRA2 region in the
number of health personnel, hospitals, and beds. In addition, this study aims to contribute to the development
of the health sector in these regions.
