Özet
Van, İran Körfezi ve İç Asya ticaret yollarına hükmeden askeri-stratejik köprü konumundadır. Bu özelliği ile Van, tarih boyunca birçok devletin sahip olmak istediği bir şehir olmuştur. Osmanlı Devleti’nin son döneminde Van ve çevresinde yaşanan olayların temelinde Şark Meselesi yatmaktaydı. Bu dönemde batılı devletlerden birçok din adamı ve araştırmacı Van ve çevresine gelerek burada istihbarat ve misyonerlik faaliyetlerine başlamıştı. Misyonerlerin açmış oldukları okullarda Ermeni öğrencilere “Özerk Ermenistan” fikrini aşılayarak onların devlete düşman yetişmelerinde önemli rol oynamışlardı. Batılı devletler ve misyonerlerin bu yöndeki çalışmaları çok geçmeden sonuç vermiş ve asırlardan beri “Sadık Millet” olarak tabir edilen Ermeniler isyan çıkarmışlardı.
Avrupalı devletler arasındaki siyasi, askeri ve iktisadi rekabet gibi başlıca sebeplerle çıkan dünya savaşına kısa bir süre sonra Osmanlı Devleti de katılmıştı. Ermeniler, I. Dünya Savaşı öncesinde olduğu gibi savaş sırasında da isyan halinde olmuşlardı. Ermeniler, 28 Şubat 1915’te Van Vilâyeti’nin merkeze yakın kaza ve köylerinde yeniden isyan çıkarmıştı. İsyan kısa bir süre sonra, Vastan, Çatak, Havasor ve Tımar gibi kaza ve köylere yayılmıştı. Bunun üzerine Vali Cevdet Bey, Van’daki Kürt Aşiretleri ile bir görüşme yapmış ve onlardan destek istemişti.
Ruslar, Van Gölü Havzası’na doğru ilerlerken saflarında bulunan Ermeni alaylarına bölge Ermenilerinin oluşturduğu çeteler de katılmaya başlamıştı. Ruslar bu durumdan yararlanarak iki koldan Malazgirt ve Van üzerine ilerleyerek, 11 Mayıs 1915’te Muradiye’yi, 12 Mayıs’ta Patnos ve Erciş’i işgal etmişti. Bu sırada Ermenilerin çıkardığı isyanı bastırmakla uğraşan Cevdet Bey, Rusların iyice yaklaştığı haberini alınca, şehri terk ederek Başkale’ye çekilmişti. 17 Mayıs’ta Osmanlı ahalisi de Van’ı boşaltmıştı. Aynı gün gelen Ermeniler, Müslümanların oturduğu mahalleleri ateşe vermiş ve kontrolü ellerine geçirmişlerdi. İşgal şartlarının hazır olduğunu gören Ruslar 20 Mayıs 1915’te Van’ı işgal etmişti. Birsüre sonra Van Gölü’nün kuzey ve güneyinden batıya doğru ilerledi. Böylece Diyarbakır da Rus tehdidine maruz kalmıştı. Diyarbakır’ın işgali halinde Ruslar, İskenderun Körfezi’ni ele geçirerek asırlık Akdeniz’e inme plânlarını gerçekleştirebilirdi.
Van’ın işgali 2 Nisan 1918’e kadar sürmüş ve bu tarihte Van’a giren Türk Ordusu şehri tam bir harabe durumunda bulmuştu. I. Dünya Savaşı ve işgal yıllarında yaşanan olaylar Van’daki sosyal ve ekonomik düzeni bozmuştu. Bu nedenle burada yaşayan Müslüman halk memleketlerinden göç etmişlerdi. Yüzyıllarca Türk hâkimiyetinde yaşayan Ermenilerin, Ruslar ve batılı devletlerin kışkırtmasıyla çıkardığı isyanlar sonucunda yaşanan olaylar, ilişkileri günümüze kadar olumsuz bir şekilde etkilemiştir.

Abstract
Van is military-strategic bridge ruling to the Persian Gulf and Central Asian trade route. With this feature, Van has been a city wants to have throughout the history of the state. During the last period of the Ottoman Empire, the Eastern Question had been on the basis of the events occurring in Van and its surroundings. During this period, many religions, scientists and researchers from Western governments had come to Van and its surroundings and started to intelligence and missionary activities here. Schools which have opened by Missionaries have played an important role in being the enemy of the state by vaccinating to the idea, "Autonomous Armenia" to the Armenian students. Western states and missionary efforts in this direction have given results very soon and Armenians being called “loyal nation” for centuries revolted.
The Ottoman Empire also, shortly after, participated in the world war which had started mainly for the reasons such as political, military and economic competitiveness between European states. Armenians, like before the World War I, had been in rebellion during the war. In 28 February 1915, Armenians rebelled again in the center of towns and villages close to the province of Van. In a short period, the rebellion has spread to towns and villages such as Vastan, Çatak, Havasor and Tımar. Thereupon, the Governor Cevdet Bey did an interview with the Kurdish tribes in Van and he wanted to support from them.
While Russians gained ground towards Van Lake Basin, Armenians gangs from the region had begun to participate in the Armenian regiments in the ranks of the Russian. With advantage of this situation, Russians moved towards Malazgirt and Van through two directions and they invaded Muradiye on May 11, 1915 and invaded Patnos and Erciş on May 12, 1915. Meanwhile Cevdet Bey, who had tackled to quell the rebellion caused by the Armenians, received the news that the Russians were getting quite close and had fallen back to Başkale by leaving the city. On May 17, Ottoman population departed from Van. On the same day, the Armenians set fire to Muslim neighborhoods, and had seized control. Russians,who realized that the conditions are ready, had occupied Van on May 20, 1915. After a while Russians proceeded towards westward from the north and south of Lake Van. Thus, Diyarbakır was exposed to Russian threat. In case of invasion of Diyarbakır by Russians, Russians could capture to the Gulf of Iskenderun and could realize the centennial plan to reach the Mediterranean.
The occupation of Van lasted until April 2, 1918 and on that date the Turkish army entered the city of Van and had found the city as a complete ruin. The events occurring during the World War I and the period of occupation overturned social and economic order in Van. For this reason, the Muslim people living here had migrated from their homeland. The events, which were result of the riots caused by the Armenians living in Turkish rule for centuries with the instigation of the Russians and the western states, affected the relationship in a negative way up to the present.
