Özet
In counter-terrorism efforts, civilian elements can be extremely effective in raising public awareness and securing support, preventing terrorist acts in advance, and neutralizing terrorist elements quickly and effectively. In countries like Nigeria, which face political, military, and economic problems during the state-building process following a long period of colonial rule, and where security forces are insufficient, civilian joint task forces play a crucial role. Utilizing qualitative research techniques, this study investigates the impact of the Civilian Joint Task Force (CJTF) against Boko Haram in Nigeria. The study’s findings indicate that the CJTF has achieved significant successes against terrorist elements, particularly in areas where state control is weak and security forces are inadequate. However, the findings also reveal that while the CJTF has made significant contributions to counter-terrorism efforts, its activities have also raised some debates regarding legal oversight, accountability, and human rights practices.
