İnsanların özellikle farklı kültürlerive kültürel kaynakları görme istekleri oldukçaartmıştır. Bu kültürel kaynaklara sahip illerdenbiri de Kars’tır. Kars ili bünyesinde Ani AntikKenti, Baltık Mimarisi ve diğer somut ve somutolmayan kültürel değerleri bulundurmaktadır.Çalışmada, Kars’ın turizm potansiyelininartırılması ve kültürel çekiciliklerin değişenturizm faaliyetlerine göre düzenlenmesi veturistik bir ürün olarak sunulması için nelerinyapılması gerektiği sorusuna yanıt aranmıştır.Bu amaçla araştırmada, kültürel turizmingeliştirilmesine yönelik SWOT analiziyapılmıştır. Kars ilinin kültürel mirasvarlıklarına yönelik yapılan analize göre güçlüyönler grubunda 11, zayıf yönler grubunda 14,fırsatlar grubunda 9 ve tehditler grubunda 6olmak üzere toplam 40 adet faktör ortayakonulmuştur.

In the study, an answer was sought to the question of what should be done to increase the tourism potential of Kars, to organize the cultural attractions according to the changing tourism activities and to present it as a touristic product. For this purpose, SWOT analysis for the development of cultural tourism was conducted in the research. According to the analysis of the cultural heritage assets of Kars province, a total of 40 factors were revealed, 11 in the strengths group, 14 in the weaknesses group, 9 in the opportunities group, and 6 in the threats group.
