Despite its historical and geopolitical significance, Van is one of Türkiye's least developed provinces in socioeconomic terms. While the city's economic resources are limited, tourism is viewed as one of the most promising areas for development. However, tourist guides point to numerous problems stemming from various sources that hinder this potential. This study examines the question of why and how tourism becomes vulnerable in a fragile city, doing so through the eyes of tourist guides—actors with firsthand knowledge of the field. The research employs a mixed-methods approach, utilizing both quantitative and qualitative data. Quantitative analysis was performed on survey responses from 103 tourist guides (drawn from a completed Scientific Research Project), while content analysis was applied to interviews conducted with 18 guides. The data indicate that guides perceive Van as a tourism city with strong assets (scoring an average of 4 out of 5). Conversely, the fact that the city has remained at the lowest level of development for many years—ranking 64th out of 67 provinces in 1963 and 77th out of 81 in 2017—demonstrates that this potential rests on a precarious foundation. Tourism's vulnerability manifests across multiple areas: inadequate promotion (57.3%), transportation and logistics issues (cited in 81.6% of tourist complaints and 65.0% of professional challenges), deficiencies in basic services and infrastructure, a short summer season, and a heavy reliance on a single market—Iran. The scarcity of tourism products and itineraries represents another vulnerability; the fact that virtually all guides (18 out of 18) call for new routes and diversification highlights their awareness of this issue. According to the guides, there is no single cause for these problems; rather, interconnected factors—such as budget, continuity, inter-institutional coordination, and accessibility—operate in tandem. The obstacles facing tourism in Van stem neither solely from the city's structural weaknesses nor exclusively from the sector's own shortcomings; the two are inextricably linked. This vulnerability is a persistent condition resulting from deficiencies in infrastructure, market structure, and coordination. The insights gathered by the guide from the field allow us to perceive this vulnerability early on and in concrete terms.
