Anadolu’da ilk yerleşmeler neolitik dönemin başlarında oluşmuştur.
Tarımsal üretimin başladığı dönemlerde barınma amaçlı üretilmeye
başlanan konutlar zamanla farklı dönemlerde üretim, yönetim, ibadet
gibi farklı işlevleri olan bir mekân özelliği kazanmıştır. Geleneksel konut mimarisinin ortaya çıkışı; coğrafi koşullar, malzeme, ekonomik ve
sosyokültürel yapı ile ilişkilidir. Yerleşim yerlerinin tarihi geçmişi yapı
malzemesi, mekânların boyutları ve dizilişlerinin farklılaşmasına etki
etmektedir. Tarihsel süreçte sosyal, ekonomik, siyasi ve coğrafi etkenlerle farklı bölgelerle olan etkileşim sonucunda Anadolu coğrafyasında
farklı yerleşim dokuları oluşmuştur. Bu bölgeler kesin sınırlarla birbirinden ayrılmamakla birlikte çalışmaya konu olan Bitlis Mezopotamya
ile bağlantılı olarak gelişen güneydoğu yöresi ile Kafkaslarla bağlantılı
olarak gelişen kuzeydoğu yöresinin kesişim alanında yer almaktadır.
Bitlis ili doğu Anadolu bölgesinin Yukarı Fırat Bölümünde, bölgeyi
Güneydoğu Anadolu Bölgesine bağlayan Bitlis Deresi’nin oluşturduğu
doğal bir geçit üzerinde yer almaktadır. Konumu itibariyle ticaret yolu
olan ulaşım yollarını kontrol etmesi nedeniyle stratejik öneme sahiptir.
Karasal iklimin hâkim olduğu bölgede mimari yapılar, coğrafi

koşullara ve kültürel etkileşimlere göre biçimlenmiştir. Kent doğal
eşikler nedeniyle vadi ve ulaşım aksları boyunca kuzeydoğu-güneybatı yönlerinde lineer bir gelişme göstermiştir. Kent merkezindeki yapılar Doğu ve Güneydoğu Anadolu’daki yapım tekniğine benzer şekilde yığma taş yapılardır. Cephe düzenleri, kapı- pencere açıklıkları,
üst örtüleri yukarı Mezopotamya yerleşimleri ile etkileşimi göstermektedir. Genellikle yüksek bir duvarla sokaktan ayrılan Bitlis evleri, düzgün kesme taştan ve üstü düz toprak damlı inşa edilmiş, özgün bir
mimari anlayışa sahip yapılardır. Kentin dokusu topografik yapının da
etkisiyle organik şekilde gelişmiştir. Topografyaya oturan evler birbirlerinin manzarasını kapatmayacak şekilde yapılmışlardır. Eğime paralel gelişen yollar genişken dik gelişen yollar ise dardır. Ayrıca merdivenle ulaşım sağlayan sokaklar da yer almaktadır. Avlu ve bahçeler
Bitlis’te geleneksel dokunun önemli elemanlarındandır. Avlu ve bahçeler sokaktan taş duvarlarla ayrılmaktadır. Evlerin eğime göre konumlanması nedeniyle yapılara sokaktan veya avlu-bahçeden girilmektedir. Sokaktan girişler kemerli açıklıklardan sağlanmaktadır.
Kentte kültür varlıklarının tespit ve tescil süreçleri erken başlamıştır. Bitlis kent merkezinde 409 adet tescilli kültür varlığı bulunmaktadır. Kültür varlıklarının 291’i sivil mimari, 22’si köprü, 20’si çeşme, 16’sı
cami, 16’sı türbe, 7’si mezarlık, 6’sı han, 6’sı kilise, 4’ü medrese, 3’ü hamam, 3’ü mescit, 2’si çarşı, 2’si minare, 11, imaret, 1’i kaya tüneli, 1’i
antik yol, 1’i cadde ve yol, 1’i kümbet, 4’ü şapel ve 1’i şehitliktir. Aynı
zamanda 4 adet kentsel sit alanı (Taş Mahallesi Kentsel Sit Alanı, Gazibey Mahallesi Kentsel Sit Alanı, İnönü Mahallesi Kentsel Sit Alanı, Zeydan- Müştakbaba Mahalleleri Kentsel Sit Alanı) ve bir adet de arkeolojik sit (Bitlis Kalesi Arkeolojik Sit Alanı) alanı bulunmaktadır (Van Kültür Varlıklarını Koruma Bölge Kurulu Müdürlüğü arşivi).
Bitlis için 1950’li yıllardan sonra kent dokusuna uygun imar planları
yapılmıştır imar planları yapılmış ancak planların tümü çeşitli nedenlerle uygulanmamıştır. Planlara aykırı uygulamalar, imar planı değişiklikleriyle geleneksel dokuya uygun olmayan müdahaleler kent

dokusunun bozulmasına neden olmuştur. Geleneksel dokunun bozulma nedenleri arasında kentin içinden geçen derenin kent merkezinde kalan kısmının üstünün kapatılarak yapılaşmaya izin verilmesi;
yerel dokuya ve mimariye uyumsuz, silueti olumsuz etkileyen kamu
yapıları ve çok katlı apartmanlar yer almaktadır. Bu çalışmanın amacı
Bitlis kent merkezinde yer alan kültürel miras ögesi olan sivil mimarlık
örneği yapıların koruma sorunlarını tespit ederek koruma ve yeniden
kullanım önerileri geliştirmektir.
The first settlements in Anatolia were formed at the beginning of the
Neolithic period. Houses built for shelter when agricultural production
first started took on different functions, including production, management, and worship, over different periods of time. The emergence of
traditional residential architecture is related to geographical conditions,
materials, and economic and socio-cultural structure. The historical
background of settlements affects the differentiation of building materials, dimensions, and arrangement of spaces. In the interaction
between different social, economic, political, and geographical factors,
distinct settlement patterns were formed in Anatolia. Although these
regions are not separated by definite borders, Bitlis, the subject of this
study, is located at the intersection of the southeast region, which developed in connection with Mesopotamia, and the northeast region,
which developed in connection with the Caucasus.
The province of Bitlis lies in the Upper Euphrates Section of eastern
Anatolia, on a natural passage formed by the Bitlis Stream, which connects it to the Southeastern Anatolia Region. With its strategic location,
it controls transportation and trade routes. Its architectural structures
have been shaped by the geographical conditions and cultural

interactions with the dominant continental climate. Due to natural
thresholds, the city underwent linear development along the valley and
transportation axes in northeast and southwest directions. The buildings in the city center are masonry stone structures similar to those in
Eastern and Southeastern Anatolia, while the facades, door-window
openings, and roof coverings resemble those seen in Upper Mesopotamian settlements. Typically separated from the street by a high wall,
Bitlis houses are built of smooth cut stone, have flat earthen roofs, and
feature a unique architectural concept. The texture of the city developed organically by virtue of the topographic structure. The houses are
built in such a way so as not to obstruct each other's views. While the
roads parallel to the slope are wide, the roads perpendicular to the
slope are narrow. There are also streets that are accessed via staircase.
Courtyards and gardens, important elements of the traditional texture
in Bitlis, are separated from the street by stone walls. Due to the positioning of the houses according to the slope, the buildings are entered
from either the street, which boast arched openings, or the courtyardgarden.
There are a total of 409 registered cultural assets in the city center of
Bitlis, including 291 civil architectural structures, 22 bridges, 20 fountains, 16 mosques, 16 mausoleums, 7 graveyards, 6 inns, 6 churches, 3
hammams, 3 prayer rooms, 2 bazaars, 2 minarets, 11 hospices, 1 rock
tunnel, 1 ancient road, 1 street, 1 dome, 4 chapels, and 1 martyrium. In
addition, there are 4 urban protected areas (Taş, Gazibey, İnönü, and
Zeydan-Müştakbaba Neighborhood) and 1 archeological site (Bitlis
Castle) (Van Cultural Heritage Preservation Regional Board Directorate archive).
After the 1950s, zoning plans were developed for Bitlis in accordance with the urban texture, but not all plans were implemented.
Unplanned implementations, changes in the zoning plan, and interventions unsuitable to the traditional texture have led to deterioration of
the urban texture. For example, construction projects that involved

covering the part of the stream passing through the city center and developing public buildings that are incompatible with the local texture
and architecture, negatively affecting the silhouette, and multi-story
apartments have contributed to this deterioration. This study aims to
identify problems related to conservation of civil architecture buildings, which count as cultural heritage elements in the city center of
Bitlis, and to develop conservation and reuse recommendations.
