ekonomisi birçok sebepten dolayı olumsuz yönde etkilendi. Rusya ile yapılan
savaşın getirmiş olduğu bütçe açığının yanı sıra ortaya çıkan göç hareketleri
kısa sürede ekonominin zarar görmesine sebep oldu. Başta Rusya olmak üzere dış
devletlerin Osmanlı toplumundaki nitelikli nüfusla yakından ilgilenmeleri ve
içerideki ekonomik sorunlar dış göçleri tetikledi. Özellikle Ermenilerin yoğun
olarak dışarıya göçüne tanık olduğumuz bu dönemde vergi yükümlülüklerini yerine
getiremeyen kişilerin göç etmesine izin verilmedi. Mali sorumluluklardan ya da
izin belgesini almaktan kurtulmak isteyen Gayrimüslim nüfustan bazı kişiler
illegal yollardan göç etti. Nitelikli nüfusunu kaybetmek istemeyen Rusya,
toplumsal olarak düzenlemeler yaparak işine yarayacak kişileri meskûn hale
getirirken niteliksiz nüfusun da Osmanlı topraklarına göç etmesini teşvik
etmekteydi. Loris-Melikov ve Dundukov Korsakov, Osmanlı topraklarından gelen
göçmenleri iskân ettirmeye çalışırken İngilizler de elçilikleri vasıtasıyla göç
hareketlerine müdahil oldu. Osmanlı'nın istihdam alanı oluşturamadığı Harput,
Şam, Lübnan ve Suriye gibi bölgelerden birçok Gayrimüslim nüfus dışarıya göç
etti. Aynı zamanda göçmenler arasında beklentilerine karşılık bulamadığı için
memleketlerine geri dönenler oldu. Osmanlı, göçmenleri niteliklerine göre iskân
ettirmeye çalışarak ekonomiye yük olmalarının önüne geçmeye çalıştı. Ancak
savaşların ve nüfus hareketlerinin yoğunluk kazandığı bu dönemde ekonomik
sorunların önüne geçmek kolay olmadı.
The Ottoman economy during the
Abdülhamid II period was negatively affected for many reasons. Along with the
budget deficit brought by the war with Russia, emerging migration movements
caused the economy to be damaged in a short time. Foreign governments,
especially Russia, were closely interested in the qualified population in the
Ottoman society and the economic problems inside triggered foreign migration.
Especially during this period when we witnessed the immigration of Armenians
extensively, people who could not fulfill their tax obligations were not
allowed to migrate. Some people from the non-Muslim population migrated
illegally, who wanted to get rid of financial responsibilities or obtaining a
permit. Russia, which did not want to lose its skilled population, encouraged
the migration of the unqualified population to the Ottoman lands while placing
the people who would benefit them by making social arrangements. While
Loris-Melikov and Dundukov Korsakov attempted to settle immigrants from the
Ottoman lands, the British intervened in the immigration movements through
their embassies. Many nonMuslim populations emigrated from regions such as
Harput, Damascus, Lebanon and Syria, where the Ottomans could not create
employment. At the same time, among the immigrants, there were some who
returned to their countries because they could not find their expectations.
Ottoman immigrants tried to prevent their burden on the economy by trying to
settle them according to their qualifications. However, in this period when
wars and population movements intensified, it was not easy to prevent economic
problems.
