Özet

Ülkelerin refah seviyesi ve gelişmişlik düzeyleri arttıkça enerji tüketimleri


de önemli ölçüde artmaktadır. Bu nedenle enerjinin üretimi, dağıtımı ve ge-

rekli enerji altyapılarının oluşturulması ve korunması tüm ülkeler için en


önemli stratejik hedefler arasında yer almaktadır. Teknolojideki ilerlemeler

birçok kavramın içeriğinin değişmesine neden olduğu gibi enerji güvenliği


kavramının da değişmesine neden olmuştur. Enerji güvenliği denince önce-

leri sadece üretim ve dağıtım sahalarının fiziksel olarak korunması akla ge-

lirken, günümüzde onlarca boyutu ve her boyuta ait çok sayıda parametre-

leri olan geniş bir kavram anlaşılmaktadır. Siber güvenlik enerji güvenliği-

nin en önemli boyutlarından biridir. Bu bölümde gelişen teknoloji ile birlik-

te ortaya çıkan siber tehditler ve alınabilecek önlemler incelenmiştir.
