Güvenlik meselesi insan hayatında eski dönemlerden günümüze kadar varlığını devam ettirmiştir.
Toplu yaşamın, kamu düzeninin ve bireysel yaşamın sağlıklı bir şekilde yürütülmesi ancak güvenli bir
ortam ile mümkündür. Değişen ve gelişen şartlarla birlikte günümüzde insanların büyük bir çoğunluğu
kentlerde yaşamanı sürdürmektedir. Doğal olarak kentlerde artan nüfus ile beraber kent güvenliği
sağlama noktasında kolluk görevlilerine daha fazla ihtiyaç duyulmaktadır. Kişilerin temel hak ve
özgürlüklerinin korunması, huzurun sağlanması kadar bunu devam ettirebilmekte önemli bir husustur.
Toplumun huzur ve güvenliğinin devamı açısından suç işlenmesinin önlenmesi ve bu kapsamda alınması
gereken tedbirlerin üst seviyede olması beklenmektedir. Kolluğun esas görevi alacağı önleyici tedbirlerle
suç işlenmesinin önlenmesidir. Ancak güvenli bir yaşam için sadece kolluk kuvvetlerinin alacağı ya da
aldığı önleyici tedbirler tek başına yeterli olmayabilir. Günümüzde güvenli bir kent yaşamının devamı
bakımından polisiye tedbirlerin yanında teknolojiden de faydalanılmaktadır. Alınan önleyici tedbirler ve
caydırıcılık unsurları suç işlenmesinin önüne geçebilmektedir. Önleyici tedbirler kapsamında kamera
sistemleri ve yeteri düzeyde aydınlatma suç işlenmesini önleyeceği gibi güvenli bir yaşam alanı
oluşturmaya da katı sağlayacaktır. Bu çalışma ile; Van ili kent merkezinde kamuya açık iş yerlerinde
kamera sistemlerinin kurulması, ana ve ara halterlerde aydınlatma sistemlerinin yeteri düzeye çıkarılması
ve netice olarak suç işlenmesinin önlenmesine katkı sağlanması amaçlanmıştır.
Security has had an important place in the life of human beings and continues to exist as a
need. Public security, which is added in front of the word security, which can be considered in a broader
framework, deals with a more social and holistic approach. In order for social life to function properly,
a social function rather than individuality is needed. The state carries out its duty to ensure and maintain
public safety through law enforcement. Private security law enforcement also serves as a complementary
element to public security. Visibility of law enforcement is an important issue in terms of preventing
crime. Within the scope of preventing crime, it is necessary to make use of all law enforcement forces
and to use them effectively and efficiently. It is important to make the official elements of the law
enforcement personnel more visible in order to maintain the daily life in a normal way and for the citizens
to continue their lives in safety and peace. In this study, by using the qualitative research method, it is
aimed to define private security services and duties within the framework of the Law No. 5188 on Private
Security Services and to propose suggestions for increasing the employment of private security personnel
by making use of the statistical information of the private security sector in Van. In the study, it has been
concluded that increasing the employment of private security personnel in the province of Van will
contribute to the general security and also contribute to the prevention and visibility of crime, which is
the main job of the general law enforcement officers.
