Özet: Toplum destekli polislik
uygulamaları, saha çalışmaları benzerliği bakımından çok eskiye dayanmakla
beraber, profesyonel anlamda dünyada 1980’li yıllarda, ülkemizde ise 2006’da
faaliyete başlamıştır. Toplum destekli polislik çalışmalarının temel amacı;
halkın polislik hizmetlerine katılımını sağlayarak, suç oluşmadan önce etkin
bir şekilde önleyebilmek ve suç sonrasında suçu aydınlatmaya yönelik toplum
desteğini alabilmektir. Proaktif güvenlik hizmetlerinin sunulmasında halkla ve
sivil toplum kuruluşları ile iş birliği yapmak ve onların desteğini alabilmek
oldukça önem arz etmektedir. Bu uygulamalar, toplumda suç korkusunun
azaltılması, güvensizlik hissi ile başa çıkılmasının en önemli parametrelerinden
biri olan; polisin sahada görünür bir şekilde, halk ile iç içe olması
felsefesine dayanmaktadır. Vatandaşın çoğunluğunun suçlardan rahatsız olduğu
göz önünde bulundurularak, suçla mücadelede etkin bir rol oynamalarını sağlamak
amaçlanmaktadır. Güvenlik algısı yükseltilerek aynı zamanda halkla ilişkiler ve
imaj yenileme faaliyetleri de yürütülmektedir. Toplumsal katılım ve toplumun
talepleri doğrultusunda güvenlik hizmetlerinin sunulması amaçlanmaktadır. Bu
kapsamda Van ili özelinde son üç yıl içerisinde sunulan toplum destekli polislik
uygulamaları bu çalışmada ele alınmıştır. Bilgilendirme çalışmaları kapsamında
vatandaşa anlatılan suçtan korunma yöntemleri, bireysel irtibat çalışmaları,
okul-aile birliği toplantıları, sosyal etkinlikler, sosyal yardım faaliyetleri,
suç mağduru ve diğer destek ziyaretleri istatistiksel olarak incelenmiş ve
grafiklerle anlatılmıştır. Çalışmanın sonucunda yapılan faaliyetlerin etkinliği
değerlendirilerek, temel amaca ulaşılması doğrultusunda birtakım önerilerde
bulunulmuştur.

EVALUATION OF THE IMPLEMENTATION OF
COMMUNITY POLICING IN VAN PROVINCE
Abstract:
Community policing practices, despite having
historical roots in the similarity of fieldwork, have been professionally
implemented globally since the 1980s, while in our country, they commenced in
2006. The primary objective of community policing efforts is to facilitate
public participation in policing services, effectively preventing crime before
its occurrence, and obtaining community support for the elucidation of crimes
post-incident. Collaborating with the public and civil society organizations to
provide proactive security services and garner their support is crucial. These
practices are based on the philosophy of having a visible police presence in
the community, being intertwined with the public, which is a significant
parameter in reducing crime fear and coping with the feeling of insecurity.
Considering that the majority of citizens are concerned about crimes, the aim
is to enable them to play an active role in crime prevention. Alongside
elevating the perception of security, public relations and image-building
activities are also conducted. The goal is to provide security services in line
with societal participation and demands. In this context, community policing
practices offered in the Van province over the past three years are discussed
in this study. Crime prevention methods explained to citizens, individual
contact initiatives, school-parent association meetings, social activities,
social aid activities, visits for crime victims and other support are
statistically analyzed and presented with graphs within the scope of
informational activities. The effectiveness of the conducted activities is
evaluated in the study's conclusion, and several recommendations are made
towards achieving the primary goal.
