Sanayi devrimi, soğuk savaş, kentleşme ve neoliberal politikalar güvenlik
algısının değişim ve dönüşümüne sebebiyet veren önemli başlıca olaylardır.
Özellikle neoliberal politik yaklaşımlar, dünya genelinde devletlerin ekonomik
politikalarını serbest piyasa ekonomisi odaklı olarak düzenlemesi ile karakterize
edilen bir yaklaşımı ifade etmektedir. Bu politikaların, uluslararası güvenlik ve
ulusal güvenlik üzerine etkisi tartışılmaktadır. Neoliberal politikaların uluslararası
güvenliğe etkisi, sadece ekonomik boyutta değil, aynı zamanda güvenlik
hizmetlerinin sunumunda da önemli bir rol oynamıştır. Neoliberal politikaların
güvenlik sektörü üzerinde gerek uluslararası gerekse de ulusal güvenlik
çerçevesinde etki bıraktığına dair izler mevcuttur. Zira neoliberal politikaların
yarattığı özelleştirmelerden güvenlik sektörü de etkilenmiştir. Devletlerin
tekelinde olan güvenlik sektörü yaşanan değişi ile beraber tekel olmaktan çıkarak
çoklu bir güvenlik yönetime dönüşmüştür. Küresel çapta gözlemlenen bu
dönüşümden etkilenen devletlerden birisi de Türkiye Cumhuriyeti Devleti’dir.
Türkiye'de 1980’li yılların başında uygulanan neoliberal politikalar çerçevesinde
özel güvenlik sektörü hızla büyümüştür. Bugün birçok alanda hizmet veren ‘özel’
güvenlik sektörü neoliberal politikaların güvenlik üzerindeki etkisine önemli bir
örnek teşkil etmektedir. Sonuç olarak, özel güvenlik sektörü örneği üzerinden
değerlendirildiğinde, neoliberal politikaların uluslararası güvenliğe etkisi sadece
ekonomik boyutta değil, aynı zamanda güvenlik hizmetlerinin sunumunda da
etkilidir.
Bu bildiride, neoliberal politikaların uluslararası güvenliğe etkisi çerçevesinde,
Türkiye'deki özel güvenlik sektörü örneği üzerinden ele alınacaktır.

ABSTRACT
The industrial revolution, the cold war, urbanization and neoliberal policies are
the main events that have led to the change and transformation of the
perception of security. In particular, neoliberal political approaches are
characterized by the free market economy-oriented economic policies of states
around the world. The impact of these policies on international security and
national security is debated. The impact of neoliberal policies on international
security has played an important role not only in the economic dimension but also in the provision of security services. There are indications that neoliberal
policies have had an impact on the security sector in terms of both international
and national security. This is because the security sector has also been affected
by the privatization caused by neoliberal policies. The security sector, which was
a monopoly of states, has changed from a monopoly to a multiple security
management. One of the states affected by this globally observed transformation
is the Republic of Turkey. Within the framework of the neoliberal policies
implemented in Turkey in the early 1980s, the private security sector has grown
rapidly. Today, the 'private' security sector, which provides services in many
fields, constitutes an important example of the impact of neoliberal policies on
security. In conclusion, when evaluated through the example of the private
security sector, the impact of neoliberal policies on international security is not
only on the economic dimension, but also on the provision of security services. In
this paper, the impact of neoliberal policies on international security will be
analyzed through the example of the private security sector in Turkey.
