Özet

Bu çalışma, engelliliğe ilişkin temel yaklaşımları ortaya koymayı amaçlamaktadır. Araştırma, nitel veri toplama araçlarından doküman incelemesi tekniği kullanılmış ve elde edilen veriler betimsel analize tabi tutulmuştur. Araştırma, engelliliğe ilişkin temel yaklaşımları ele alan kaynaklara ulaşarak yürütülmüştür. Geçmişten günümüze kadar üç temel yaklaşımdan hareketle engellilik konusu ele alınmıştır. Engellilik konusunu ele alan bu üç yaklaşıma kronolojik olarak bakıldığında ilkin tıbbi model, daha sonra sosyal model günümüzde ise insan hakları modeli çerçevesinde yaklaşıldığı görülmektedir. Tıbbi model, engellilik sorunun kaynağını bireyin fiziksel ve sağlık durumuna bağladığı için bireyin tedavi ve rehabilitasyonuna odaklanmış ve bu yönden çözüm arayışına girmiştir. Böylece engellilik sorunun alanını bireyle sınırlandırmış ve bireyi desteğe veya yardıma muhtaç olarak nitelemiştir. Sosyal model, engelliliğin kısmen bireyin kendisinden kaynaklandığını ve sorunun asıl kaynağının toplumsal önyargılar olduğuna dikkat çekmiştir. Yani engellilik konusu ve engelli bireyler, toplum tarafından görmezden gelindiğini için toplumsal ve fiziksel zeminde engellerin oluştuğunu ileri sürmüşlerdir. Örneğin, fiziksel, zihinsel, duygusal ve ruhsal yönden bireysel farklılıklar görmezden gelinerek oluşturulan sosyal alanların ve mimari yapıların engelli bireylere engel teşkil ettiğini savunmaktalardır. İnsan hakları modeli ise, öncekilerden farklı olarak; engelli bireylerin hak ve özgürlüklerden tam ve eşit olarak yararlanabilmeleri için engelli bireyin önündeki engellerin kaldırılmasına ve fırsat eşitliği sağlanmasına yönelik tedbirlerin alınmasını savunmaktalardır. Engelli bireylerin iç ve dış mekânlara erişim veya bilgiye erişim için evrensel tasarım ve hizmet sistemlerinin oluşturmasını tartışmaya açmışlardır. Örneğim, ulaşım mekânları olan kaldırımlarda veya ulaşım araçları olan otobüslerde, bilgiye erişim aracı olan bilgisayarlarda hizmet sunarken ayrımcılık yapılmamasını, bireylere insan hakları temelinde ve evrensel içerikli hizmetlerin sunulmasını desteklemektedirler. Araştırmada günümüzde engellilik modeli olarak kabul gören modelin insan hakları modeli olduğu ve engelli aktivistlerin en çok bu modelli savundukları sonucuna ulaşılmıştır.

This study aims to reveal the basic approaches to disability. In the research, document review technique, one of the the qualitative data collection tools, was used and the obtained data was subjected to descriptive analysis. The research has been conducted by accessing sources that address the basic approaches to disability. From the past to the present day, disability issues have been dealt with from three basic approaches. Looking at these three approaches in chronological order, it is seen that the medical model was used, and then the social model, and in the present day the human rights model used to examine the concept of disability. Since the medical model links the source of the problem of disability to the physical and health conditions of the individual, it has focused on the treatment and rehabilitation of the individual and has looked for solutions from this approach. Thus, the field of disability is limited to disabled individuals only, and the individual is described as the one that needs support or assistance. The social model draws attention to the fact that disability is partly due to the individual’s self, yet the real source of the problem is the social prejudices. In other words, disability issues and disabled individuals have argued that there are barriers in social and physical space as society is ignored. For example, it defends that social spaces and architectural structures created by ignoring individual differences in the physical, mental, emotional and spiritual aspects are obstacles to disabled people. The human rights model, unlike the previous ones, advocate for the elimination of obstacles in front of the disabled individual and the adoption of measures to ensure equality of opportunity in order for disabled persons to enjoy full and equal rights and freedoms. They have opened the debate about the creation of universal design and service systems for people with disabilities to access internal and external environments, or access to information. For example, they support offering services to individuals within  the provision of universal based human rights, so not to make discrimination when serving on computers, which are vehicles to access to information, on pavements that are transport facilities or on buses that are transportation means. In the research, it is understood that the model, which is accepted as a disability model today, is the human rights model, and it is concluded that disabled activists defends this model the most.
