Özet

Karadeniz Bölgesinde ekoturizmi merkezine alan ancak büyük ölçüde doğal ortamı tahrip ettiği hatta geri dönülmez zararlar vereceği düşünülen “Yeşil Yol” projesi, çevre duyarlılığı konusunda yerel inisiyatif gruplarının ortaya çıkmasına neden olmuştur. Bu inisiyatif grupları bölgede yaşayan ve kültürel anlamda kendilerini bölgeye ait hisseden her yaş grubundan kişilerden oluşmaktadır. Bu grupların organize ve etkin mücadeleleri yine onların ifadesiyle "doğa katliamının" önüne geçmiş ve Yeşil Yol projesi bir süreliğine de olsa gündemden düşmüştür. Şüphesiz doğayı koruma noktasında ülkemizde çoğunlukla görülmeyen bu ısrarcı ve kararlı direniş belki de çevre konusunda yeni bir dönemi işaret etmektedir.

Bu bağlamda, 2015 yılı Ağustos ayında bir proje kapsamında bölgede yapmış olduğumuz arazi çalışmaları sonucunda yerel inisiyatiflerin HES projeleri ve Yeşil Yol projesi deneyimlerine yönelik çeşitli ön bulgular elde edilmiştir. Bu bulgulara göre, doğa tahribatına karşı en önemli direncin Rize ve yakın çevresinde gerçekleştirildiği görülmektedir. Dahası yerel ölçülerde oluşturulun bu çevre organizasyonlarının ulusal hatta uluslararası boyutlarda etkilere sahip olduğu ve bu etkinin büyük ölçüde yine bölge insanı eliyle gerçekleştirildiği anlaşılmaktadır. Bu araştırma sonuçları göstermektedir ki, bu tarz sivil toplum oluşumlar özellikle doğal ve kültürel olarak hassas olan bölgelerdeki hem sosyal hem de doğal yok oluşların önüne geçilmesine yönelik bilinç oluşturulmasında önemli bir girişimdir.

n the Black Sea region, the so-called ‘Green Road’ project was initially planned to promote the development of ecotourism in the region, yet it seems that the project might cause to destroying natural environment. As a result, this project has socially resulted in emerging the local initiative groups who are leading to the conservative sprit of the local culture. The people from different age group was represented within this community which is, namely ‘Fırtına İnisiyatifi’ (a leading protagonist of the green movement). The people involved are local and feel themselves belonging to the area as well as being deep-rooted into the local culture and traditions. This civic initiative have particularly help to alleviate the effect of the project on the nature. Additionally, it is definitely the fact that this civil initiative with its deterministic and persistent characteristics has launched a new term in environmental protection.

This study presents the preliminary findings of the field-work undertaken in the region on 2015 summer, which also reflects the local initiatives’ experience on the HES and the Green Road project. The major evidence found in this study is that the great resistance against destruction of the natural environment in the region was made by the local people who lives in Rize and its neighbor provinces. Additionally, this organisation has raise the public awareness on the potential environmental degradation in the region. This study therefore suggests that such a civic initiative in Rize provinces might help to increase environmental awareness of areas which are culturally and socially sensitive in the remaining part of the country.
