Günümüzde, küreselleşmeyle beraber bilginin hayati önemi ve değeri her geçen gün artmaktadır. Teknolojinin hızla gelişmesiyle birlikte, devletler bireylere daha etkin ve hızlı bir şekilde ulaşabilmek ve hizmet kalitesini artırabilmek için çaba göstermektedirler. İletişim ve bilgi teknolojilerindeki kayda değer ilerlemeler, devlet mekanizmasının bilgi toplumu, yönetişim ve e-yönetişim gibi kavramlarla yeniden şekillenmesine yol açmıştır. Bu değişim ve dönüşüm, kurum ve kuruluşların teknolojik altyapıları ve internet entegrasyonuyla hizmetlerin sunumunda yeni bir döneme kapı aralamıştır. E-yönetişim, geleneksel yönetişim yaklaşımlarını dijital ortamda uygulanması ve geliştirilmesini ifade eder. E-Devlet ise bu yeni yönetişim anlayışının başarılı bir örneğidir. E- Devlet, kamu hizmetlerinin elektronik ortamda sunulması ve vatandaşların etkili katılımının teşvik edilmesi gibi yönetişim ilkelerini hayata geçirmeye somut bir örnek teşkil etmektedir. E-Devlet uygulanması ile bürokratik işlemlerin hızlanması, vatandaşların bilgiye daha kolay ve hızlı erişimi sağlanması gibi pek çok avantaj da elde edilmektedir. Bunun yanı sıra, e-Devlet’in etkin kullanımıyla, yönetişimde daha şeffaf, hesap verebilir ve katılımcı bir yapı oluşturulması hedeflenmektedir. Ancak, e-yönetişim ve e-Devlet’in başarılı bir şekilde uygulanabilmesi için bazı zorluklar ve engeller ile karşılaşılmaktadır. Teknolojik altyapı eksiklikleri, güvenlik konuları, dijital uçurum ve vatandaşların teknolojik yetkinlikleri gibi konular örnek olarak verilebilir. E-yönetişim ve e-Devlet’in sürekli olarak yenilenmesi ve geliştirilmesi, daha etkili ve verimli bir yönetişim anlayışının hayata geçirilmesine katkı sağlayacaktır. Bu çalışma, e-yönetişim kavramını literatür taraması yöntemiyle açıklamayı ve Türkiye'nin e-Devlet deneyimi, hizmet sunumunda dijital dönüşümün etkilerini ortaya koymayı amaçlamaktadır.

Abstarct
Today, with globalization, the vital importance and value of information is increasing day by day. With the rapid development of technology, governments are striving to reach individuals more effectively and quickly and to improve the quality of services. Significant advances in communication and information technologies have led to the reshaping of the state mechanism with concepts such as information society, governance and e-governance. This change and transformation has opened the door to a new era in the delivery of services through the technological infrastructure of institutions and organizations and internet integration. E-governance refers to the implementation and development of traditional governance approaches in a digital environment. E-government is a successful example of this new governance approach. E- government is a concrete example of realizing the principles of governance, such as providing public services electronically and encouraging effective citizen participation. The implementation of e-government has many advantages such as acceleration of bureaucratic procedures and easier and faster access to information for citizens. In addition, the effective use of e-government aims to create a more transparent, accountable and participatory structure in governance. However, e governance and e-government face some challenges and obstacles for successful implementation. Examples include technological infrastructure deficiencies, security issues, the digital divide and the technological competence of citizens. The continuous renewal and development of e-governance and e-government will contribute to the realization of a more effective and efficient governance approach. This study aims to explain the concept of e-governance through a literature review and to reveal Turkey's e-government experience and the effects of of e-government aims
to create a more transparent, accountable and participatory structure in governance. However, e- governance and e-government face some challenges and obstacles for successful implementation. Examples include technological infrastructure deficiencies, security issues, the digital divide and the technological competence of citizens. The continuous renewal and development of e- governance and e-government will contribute to the realization of a more effective and efficient governance approach. This study aims to explain the concept of e-governance through a literature review and to reveal Turkey's e-government experience and the effects of digital transformation in service delivery.
