Özet: Terörist saldırılar ve terör
eylemlerinde esas amaç; devletin otoritesini sarsmak ve korku iklimi
oluşturarak ideolojik mesaj vermektir. Bölücü terör eylemlerinde çok sayıda
kolluk personeli şehit ve gazi olmuştur. Terör örgütü eylemlerinin ülke
ekonomisine verdiği zarar trilyon doları geçmiştir. Terörün neden olduğu
göçler, kamu kurum inşaatlarına, yollara, barajlara, iş makinelerine verilen
zararlar, üretim kayıpları, turizm kayıpları göz ardı edilemeyecek
seviyelerdedir. Bu çalışmanın amacı, terör eylemlerinin Van ilinde oluşturduğu
sosyoekonomik etkileri incelemektir. Van ilinde terör eylemlerinin yoğun
yaşandığı 2011-2016 yılları arası ile devlet gücünün gösterildiği ve terörist
eylemlerin en aza indirgendiği 2017-2022 yılları karşılaştırılmıştır. Bu iki
dönem karşılaştırılırken; Van ilinin her iki dönemde kalkınması, ekonomik
gelişmesi, sanayi ve ticaret faaliyetlerinin ne ölçüde yapıldığı ele
alınmıştır. Ayrıca toplumun devlete karşı bakış tarzının ne ölçüde değiştiği
incelenmiştir. Bu çalışmada gözlem yöntemi kullanılmıştır. Sonuç olarak; terör
faaliyetlerinin en aza indirgenmeye çalışıldığı ikinci dönemde; eğitim
faaliyetlerinin aksamadan yapıldığı, bilimsel faaliyetlerin arttığı, kepenkleri
kapatmayan esnafın daha fazla ticaret yapabildiği, istihdama, yatırımlara ve
turizme pozitif olarak yansıdığı görülmüştür.

Abstract: The main purpose of terrorist
attacks and acts of terrorism; to undermine the authority of the state and to

caused by terrorism, damage to public institution constructions, roads, dams,
construction equipment, production losses, tourism losses are at levels that
cannot be ignored. The aim of this study is to examine the socio-economic
effects of terrorist acts in Van. The years of 2011-2016, when terrorist acts
were intense in Van province, and the years 2017-2022, when state power was
demonstrated and terrorist acts were minimized, were compared. When comparing
these two periods; The development, economic development, industrial and
commercial activities of Van province in both periods are discussed. In
addition, the extent to which the society's view of the state has changed has
been examined. In this study, the observation method was used. As a result; in
the second period when terrorist activities were tried to be minimized; It has
been observed that educational activities are carried out without interruption,
scientific activities increase, tradesmen who do not close their shutters can
do more trade, and this has a positive effect on employment, investments and
tourism.
