Özet

Bu çalışma, COVID-19 pandemisinin Türkiye’nin dış ticaret açıklığı üzerindeki kalıcı etkisini Kesintiye Uğramış Zaman Serisi (Interrupted Time Series, ITS) analizi ile incelemektedir. Çalışma, yıllık veri kısıtı altında ITS yönteminin istatistiksel güç sınırlılıklarını tartışmakta ve bulguların aylık/çeyreklik lojistik göstergeleriyle (UNCTAD LSCI, Baltic Dry Index vb.) tekrarlanmasının önemine dikkat çekmektedir.

This study examines the permanent effect of the COVID-19 pandemic on Türkiye’s trade openness using Interrupted Time Series (ITS) analysis. Using indicators obtained from the World Bank Development Indicators (WDI) database — the Logistics Performance Index (LP.LPI.OVRL.XQ) and the ratio of goods and services trade to GDP (NE.TRD.GNFS.ZS) — a time series for Türkiye covering the period 2005–2023 is constructed; trade openness is modeled as the dependent variable, with time trend, pandemic intervention dummy variable (post-2020 = 1), and post-pandemic slope change term as independent variables. The OLS regression, estimated with Newey-West (HAC, 2 lags) robust standard errors, reveals a statistically significant and stable increasing trend in trade openness over the study period (average 0.92 points per year; p < 0.001), but detects neither a sudden level break (p = 0.285) nor a significant slope change (p = 0.450) in the post-pandemic period. Since the Logistics Performance Index is published every two to three years and the 2020 observation is missing from the dataset, a formal ITS regression for this variable is not possible; instead, a descriptive pre-post comparison is presented, showing a limited difference between pre- and post-pandemic averages (3.33 → 3.40). The findings indicate that Türkiye’s foreign trade integration remained structurally resilient to the COVID-19 shock and that observed short-term fluctuations did not translate into a statistically permanent break. The study discusses the statistical power limitations of the ITS method under annual data constraints and highlights the importance of replicating the findings with monthly/quarterly logistics indicators (UNCTAD LSCI, Baltic Dry Index, etc.).
